Lugia are based on the Shinto dragon god of the sea Ryūjin and are known as the “guardian of the sea”. Lugia slightly resemble stegosauruses and plesiosaurs with some features in common to both birds and dragons. They have fine whitish-silver feathers, long necks, beak-like mouths, and hand-shaped wings. They have light blue bellies and darker blue spike-like extensions along their eyes, down their backs, and on the tip of their long tails. Their streamlined design gives them the ability to soar like a torpedo through both air and water. They can even retract the ten spikes along their backs to further reduce resistance. Lugia are highly intelligent and tend to be calm, peaceful, and benevolent. They have the ability to control weather, in particular storms, and have the power to create a storm that can last up to forty days. Even the lightest flutter of their massive wings can create winds strong enough to topple cliffs. Because of their great power and its potential for devastation, Lugia often isolate themselves deep underwater, using their signature move Aeroblast to shoot powerful beams from their mouths if attacked. One particular Lugia is regarded as the leader over the three legendary birds, Articuno, Zapdos, and Moltres, and is the only one able to quell their fighting and restore peace among them through its whale-like song.
